We're often told that the Imperium has the power to crush any one of its enemies, but the presence of so many fronts means it is slowly losing across them all. Of course, we're also told that Orks could conquer the galaxy if only they would stop fighting each other long enough to focus on their enemies.
So, say that some plan of the Old Ones kicked in, and the Orks *did* stop fighting each other. Completely. Would an Imperium with no enemies but the Orks be able to crush the Orks united to crush the Imperium?

The Beast nearly destroyed the Imperium at the height of its power without having the entire ork race under his orders and while the orks themselves were recovering from millenias of extermination programs under the Eldar Empire and the destruction of some of their biggest empire during the Great Crusade 2000 years earlier. In 40K, orks are more numerous and vicious than ever, if fragmented in numerous empires and Waaagh!. Should they all unite only the Tyranids stand a chance. In fact, every single race, should they unite could challenge the Imperium and should the Imperium unite and end its civil wars would be unstopable. Division and infightinh is kind of the trope that keeps the 40K universe where it is.

The decaying IoM stands no chance against the waaagh of all all the orks combined. This was even written in the Fluff part of 40k rule books.

In fairness that was an if Orks unite in the current situation scenario (so everyone still fighting everyone) whereas this takes out all actors other than the Imperium and the Orks.
Still, the Orks would very likely win.
