Hey all. For a while now, I have wanted to run a fun, fluffy 30k list that includes 1k sons and cultists. My idea is to represent a small group of marines sent out to cause havoc for the Imperium by unleashing waves of cultists while they look to achieve some hidden object (steal a relic, obtain some lost knowledge, destroy a vital Imperium leader, etc). So with the rules for 1k Sons finally fully leaked, I have a better idea for what I want to do for this army. I have a couple possible ways to run this army to achieve the feel that I am looking for. So I wanted to ask Dakka for some advice, as I only have a couple games of 30k under my belt.

What I want for the 1k sons:
I want to be able to take advantage of their special rules, which means utilizing veteran squads and terminators for their psychic abilities. I want to represent a hardened, elite core that is incredibly dangerous but small in number with few vehicles if any.

What I want for the militia/cult:
I want waves upon waves of bodies. I want a horde of everyday citizens that have turned their back upon the Imperium for some reason (tired of the tyranny, fallen to chaos, leaders have lead them into this path, w/e). I want to try to keep the army limited to what citizens could scavenge or steal. Which means lots of troops running at the enemy, lots of sentinels (scavenged/stolen worker bots), and very few professional tanks.

I could run this army three different ways.
First: Army of Dark Compliance (in Book 6)
This allows me to mix and match between marine and militia units. For example, I could run militia infantry squads for my troops, veteran tactical marines and terminators for my elites, legion bikes and militia sentinels for my fast attack, etc. Really the only downside is that I can't use legion RoW. Ideally this would be what I would like to do. However, there is one issue. This theme is completely optional and that your opponent must agree to use it. While I'm not trying to power game or anything, I would be worried that an opponent might refuse to play against this army since the rules are optional and then I would be out of luck.

Second: Marines with allied militia
This would allow me to run the 1k sons with whatever RoW that I want (such as the one that makes veteran tac squads and terminators troops). However, it would severely limit what I could do with the militia list. I would only be able to have 2 troops, 1 FA, etc. It would also force me to have a lot more 1k sons than I want to field. I could still obviously put a lot of cultists on the table (100 from 2 levy squads), but it wouldn't represent the army I want to do.

Third: Militia with allied marines
This would allow me to run a ton of cultists and really give the army a horde feel. However, I would not be able to use a RoW for my 1ksons. Which means I would not be able to field veteran tac marines or terminators as troops. I would also be limited to very few options, such as only one heavy, to make up for the weakness of my militia.

If you've made it this far, thanks. What do you think, Dakka? What is the best option for me to run this army? Any suggestions on how to build or improve it?

Why is dark compliance optional? Isn't every game optional.. you play or you don't.
It seems like the best way to achieve what you want to do.

Totally goes with the idea of 1k sons, Maybe they are failed aspirants who where still somehow subjected to the flesh change.

That doesn't fit with the Sons at all. Those kind of creatures would be mercy killed with tears in the Sons' eyes.
To answer the question the Sons had a really good PDF on Prospero.

You can still use a RoW in an allied detachment. As long as the army is over 1000 points.

Well, if you want to be very general about it, yes every game is optional. Especially with HH and the bigger push for fluffy games vs competitive in 40k. However, for this specific theme the book is very clear that it is optional and must be agreed upon, unlike say any legion RoW. While that likely won't be a huge deal, I don't want to run into a situation like a tourney or a big game day where people don't agree to me using the theme.

I like the idea, but I am actually going for after the fall of Prospero. The idea behind these militia is that they have been building up a cult through established powers (undeground churches, chaos cults, w/e) on whatever world they are on. I'm definitely going to run the Cult Horde provenance. But I'm not sure about the other.
I do like the idea of having a small detachment of surviving Prospero PDF though. Maybe I could make the command or the elites different.

Really? I must have missed that when reading through. If that's the case, I could run my militia as the primary detachment and still get 3 squads of veterans and/or termies in my allied. Nice

The catch, as there always is a catch, is that pride of the legion states you may not take an allied detachment.

.. it looks like you could take a primarchs chosen detachment without a primarch.. but i think that's unintentional..

You can get terminator troops in the ZOne Mortalis assault force.

The Sacrifical offering RoW actually looks really good for what you want to do. Still need the two normal troops tho.
