I'm not an elf player, but I've faced a few elvish armies, so I can try to give you a few tips. I'm sure our more experienced posters will correct me if I'm taking rubbish!
In terms of the Heroes you mention, Elrond has two profiles you could take, either as an armored fighter (better defense at D7, and cheaper in points) or as "Master of Rivendell", which costs more, and is only D4, but has an ability to alter priority rolls, and has a souped-up version of Nature's Wrath. Me, I'd go for the armoured version, just because a hero with D4 feels really squishy to me.
Gil-Galad is a really potent frontline hero, though he only has 1 Fate point. But on the other hand, he does have D7 (D8 with a shield) and 3 wounds, so he's fairly resilient.
He's got a 12" stand fast!, which could be useful given that high elf armies have limited numbers, so they break after taking fewer casualties. Gil-Galad also lets you upgrade your high elf warrior's fight value to F6 - which will match most evil heroes! I have struggled against him, personally - He eats evil captains alive.
Haldir is a good, low cost hero (by Elf standards, anyway), and is only a bit more expensive than a basic captain. I'd say he's a fairly good choice, and as he's cheap, you'll have a few more points for warriors. Again, he has 2 profiles, if you want him to be a shooting hero, you could take the profile that allows you to take two shots per turn.
With High elves, you only have the one troop choice, so that makes army selection a bit simpler.
Wood Elves have either the unarmored wood elves, or the armored galadhrim. the wood elves are better at skirmishing than getting into big brawls, if you want to hold a battle line then galadhrim with shields are much more resilient, but are more expensive in points.
If you go with wood elf warriors, consider picking up a wood elf sentinel - they have special rules to buff your guys, and can help control fights, and keep things in the favor of your squishy elflings.
