I've always liked the idea of having a Legion Champion, and budget Praetor fighter (less Wounds, and less access to certain wargear - Paragon Blades, Iron Halos, etc etc), but is there utility for the Champion?
Which Legions use the Champion best? Are Ultramarine Legion Champions solid, with a Legatine Axe for that AP2 at initiative? I can imagine that Emperor's Children would have solid Champions.
As for invulnerable saves and general protection: I've seen some debate on the invulnerable saves available. Aside from Terminator armour, there's Combat, Boarding, and Refractor Fields. Which is the best option? Is there a reason to take the shields over the refractor?
Transport: Is footslogging one viable? Do they require a bike or jump pack to even be worth taking?
What kind of combat strategy would suit a Legion Champ?

Honestly legion champions are pretty awful the only time they ever seem to be used are the 3rd as they require it for their right of war the Maru sakara.
They cost a whole slew of points for what's overall not nearly as many benefits as other consuls and don't have access to weapons such as a paragon blade which could make them at least usable.
Like sure you could make one with a legatine axe or Phoenix spear but will this model do any better than a forge Lord or chaplain with the same equipment the answer is no. Bonus ws is garbage compared to zealot and fear with free power weapon or vs rad grenades and +1 invulnerable save.
There isn't really much strategy to them they are just less combat capable praetors so add them to a death star or combat squad but they really should be avoided.

Heck with a Night Lords Champion, give him (and the squad he's with) Terminator Armor and some form of range weapon, take some wounds off a unit then charge into combat. Talent For Murder should trigger (maybe even in duels, since bulky counts as two) now you have WS6, S5 AP3 Rending weapon and thanks to Talent for Murder you'll be hitting on 3s vs most things and wounding MEQ on 2s. Plus you can give him Fear.

Wondering Why the Emperor Left

The problems Legion Champions have are listed above pretty well. They're just expensive enough to be weaker praetors with poor weapon options (the Phoenix Spear is only 5 points cheaper than a Paragon Blade). The Emperor's Children champion can take the Sonic Shrieker for a bargain to effectively become WS7, but you're running into the same problem we had back in 4.5 with Chaos Lords and daemon princes. For ~20 points you're gaining a wound, an attack, Master of the Legion, and far better options which have comparable costs to those on the Champion. Only time I'd suggest taking the Champion is Zone Mortalis for a cheap beatstick character with a free master-crafted weapon, or low point games where the Master of the Legion restriction actually takes place.

Bring 'em. Even if they aren't optimal, they have a point for both the fluff side of things, and the fact that it's fun to have a simple beat stick character that you can toss into risky situations without giving up slay the warlord if things go south.

A WE Champion would be WS7 in challenges and get all the other WE close combat bonuses.
