Hi there.
For a some time now, I'm working on a skirmish game set in Warhammer 40.000 setting. It is not directly based on original 40k rules and is heavily inspired by X-COM and Infinity -- action points, reactions and all that jazz.

It's an interesting project and I'm going to be looking into it in more detail, but I can say right now that I think the way you've got Overwatch set up is problematic. In a game where people can normally attack twice in a turn giving them the ability to use one action to make four more attacks with no penalty during the other guy's turn (even requiring a 3+ to make the shot that's still 2-3 attacks) is going to make defense massively stronger than offense and reward cautious play to such a degree that people aren't really going to go anywhere; Infinity allows massive numbers of reactions to exist with the roll-off mechanic and making each reaction attack one shot instead of a full attack.

I'd strongly suggest penalizing or limiting reaction fire further to enable/encourage more aggressive behaviour and allow the game to move more. I've accidentally written rules that nailed people to the floor this way in the past, and it doesn't end up being fun for anyone.
