An army made up of Vanguard Hunters, Paladors, Raptors, etc - would it actually be good? Seems fast and fun but lacking somewhat in dmg but I may be looking at them wrong

The best unit in the Stormcast book is arguably the snipers if you build the army right.

Take a look at the Aetherwing force, its pretty mean.

If you want to run straight Vanguard Chamber, so Lord Aquilor, Hunters, Palladors, Neave, etc. It should be fine as well, but you are correct in that they are lacking in damage - they specialize more in controlling the battlefield and hitting your enemy where they are weak, as opposed to the rather more blunt hammer of a Warrior Chamber.

Would it be able to hold up against a Warrior Chamber? My brother plays them and I was looking at the Banguard Chamber units to be different (as we both like Stormcast)

Yes, they are viable. The battalions that buff the snipers are particularly good. Hell, just spamming the snipers with a few eagle units is decently strong.

Do they need to spam the snipers? Or could you use a few units of them and use Palladors and hunters and such too?

They do not need to, no. The vanguard units are very receptive to a skilled player, so be warned that there may be a learning curve but the tactical capabilities are strong.
