I recently converted an old SM Chaplain to an Inquisitor Lord. As I was reviewing my army list, I realized that the =][= already has a 3+ save. My question is A) what is the point of including Power Armor in the wargear (anyone who could use it in the codex already has a 3+ save) and B) do I have to include the cost of Power Armor or is it "already included" in the =][='s profile????

You don't have to pay extra for it.
You could buy some power armour for your Veteran Sergeants in your Storm Trooper squads. Don't ask me why but you could.

Only the Inquistor Lord has a 3+ save, not the ordinary elite one(s).

With the galaxy as large as it is the odds of the average guardsmen seeing and fighting a marine or MEQ are relatively slim. Unfortunately the guardsmen in your (and anyone else who plays IG's) army are the REALLY, REALLY LUCKY ones that fight marines ALL the time...

Just to clarify:

If you give him power armour, you do have to pay for it, but you will gain no benefit if you do.
An Inq Lord comes standard with a 3+ save, but that does not mean that he has power armour. Its a nit-picky distinction, and it really makes no difference, but by RAW thats the way it is.

Power armour is listed in the armoury in case you want to give it to an elite Inq or maybe an Acolyte(I forget the cost).

I haven't read the =I= codices in a while, but I think the option's there for your lord's acolytes, helps them catch bullets.  If they can't afford power armor, then I don't know what to tell you.

No so much 'reading and following', as if it were a playing style. Its simply what the rules literally say without taking into account that ethereal and undefined concept of 'designers intent'.

"Playing strictly by RAW" is something else, and is probably impossible to achieve given the current ruleset.

As already pointed out (although it seems to have been mostly overlooked) Elite Inquisitors only come with a 4+ save. Acolytes and Storm Trooper Veterans can also take it, if you think it's worth the bother.

You never pay a points cost for something that is included as standard in a model's profile. You only pay points if the profile tells you to pay the points.
