Sorry for noob question; the tzeentch codex lists different points then the generals handbook, which one do i use?

The newer I would think.

The GHB is newer, so those are the points values you will use.

However the new Beasts of Chaos book has changed both the points and the actual rules for all Tzaangor units. Those changes will override both the GHB and DoT. The new rules can be found on the GW site though.
