For example, the space marine sergeant equipment list has a section saying 'up to two weapons can be chosen from the following list' and another one which says 'one weapon can be chosen from the following list'. The ork nob weapons list has exactly the same layout and wording.

So, is it possible to give your sergeant or nob two weapons from the first part of the list and one weapon from the second? For example, can you give a nob two choppas and a kombi-weapon with skorcha?

It seems to me that the intention is probably not to let you do that, but it's very poorly worded if that is the case.

That is still not clear to me.

Which of these interpretations is correct and what is the basis that you use to judge?

You may replace (both weapons as a pair) with either (two weapons from the first section of the list) or (one weapon from the second section of the list). For example, you could replace your bolt pistol and boltgun with a power sword and plasma pistol or replace both with a storm bolter.

You may replace (each weapon) with either (one weapon from the first section of the list) or (one weapon from the second section of the list), but you may choose a maximum of two weapons from the first section and one from the the second. For example, you could replace your bolt pistol with a plasma pistol and replace your boltgun with a storm bolter.

You may replace (both weapons as a pair) with all the options listed, up to the specified maximum from each section. For example, you could replace your bolt pistol and boltgun with a power sword, plasma pistol, and a storm bolter.

I do not have the rulebooks to confirm the exact wording, but I believe the intention is you replace the two weapons with two other weapons of which only one can come from the second list.

GW generally aims for WYSWIG rules on the model armaments and most models only have two hands to hold weapons with. Generally, but not always, they ignore holstered and hung weapons for these rules writing purposes.

You still have to look at the limits from the equipment lists.

'The Space Marine Sergeant may replace his <bolt pistol> and <boltgun> with items from the Sergeant Equipment list.'

That means you can choose the exchange your <bolt pistol> and/or <boltgun> for each one item from the Sergeant equipment lists.

You can trade your bolt pistol and boltgun for 2 lightnings claws, but you can't grab 2 storm bolter because those are in the second (pick one only) list.

AS a rule of thumb (it can be different from one Codex to another but works most of the time)

If the description says XXX and XXX you change both weapons as a single trade in.
If the description says XXX or XXX you can choose wich one to swap and keep the other.

After that just follow what the Wargear rule says (or the list should it come with on) sometimes you can change to up 2 items from the list or just one.

I dont know what is the writing for the SM but for the Nob one as far as RAW goes you can take 3 weapons.

You just have to first switch both your original slugga and choppa, no option to keep any of them, as it is clearly stated (it was already quoted) given that it says "and" and not "or". Anyway this doesnt matter because in the Nob weapon list slugga and choppa are there again.

Just keep in mind that if you are going to use some index option (like kustom shoota) you are swapping only your original slugga for it. So you cant mix index options with codex options, as the codex makes you change both the orginal choppa and slugga and there is a faq that prevents you from choosing another slugga from the codex and changing it for something in the index.

*Cannot be taken by a Nob on Warbike or Boss Nob on Warbike"

Basically you swap both your slugga and choppa for up to 2 weapons from the fist part and one of the second one, as everything is written under the list "NOB Weapons"

There is no such thing as a maximum weapons capacity for a model, a warboss itself comes with a PK and 2 sluggas
