For example, if a Shaggoth casts the Wildfire Taurus, and a Lord of Change unbinds it on a 9 or more, can the Lord of Change learn that spell and cast it then? The Battletome special endless spells usually say only wizards of that allegiance can cast them, but wasn't sure if an enemy learns or steals that spell if they can then cast it themselves?

Nope. All wizards 'know' all the endless spells by default, but matched play adds the extra restriction that one cannon summon them unless they are included in the army list. The LoC cannot even 'learn' the spell in the first place since he already knows it.
