Design the meanest specialist detachment you can (the 1 CP ones).
No points limit, no rule of 3, just limited by the detachment type (Spearhead-2HQ, 1troop, 1elite, 1FA, 5 heavy support, one dedicated transport per infantry unit).
I'll start us off on a doozy and see what other crazy combo's you guys can come up with.
So you want us to find the biggest, most annoying FA/Elites/HS choices possible to spam?
15 shuriken-cannon Hornets (5 squads of 3) would be pretty frustrating; they don't do an incredible amount of damage but you're at -3 to hit them most of the time (Vectored Engines + Lightning Assault + Alaitoc) and they just run about playing keep-away. Finish it off with two Jetseers, ten Dark Reapers, ten Wraithguard, ten Rangers, and (correction) ten Wave Serpents.

Also consider: it's one DT per unit in the detachment, not one per Infantry unit, so if cost is no object every Specialist Detachment will have ten. Biggest/scariest may be the Coronus and the Repulsor but ten Wave Serpents or ten Ghost Arks are no joke either.
Is there really any point to "what's the most points you can fit into a spam detachment"?
There is no such thing as a hobby without politics. "Leave politics at the door" is itself a political statement, an endorsement of the status quo and an attempt to silence dissenting voices.
