But I can't find any canon rules in any Warhammer books relating to the creation of the most powerful beings in all of existences.
Maybe I didn't find the right Warhammer book to buy.
Can any one in here point out the canon Warhammer rules to me for me to create my own Custom Old Ones Gods in my own Warhammer games?

Chaos gods are too powerful to enter realspace where
WH40k battles take place. You will instead want to create a Daemon Character, possibly one favoured by one of the existing gods, one that is favoured by several gods or has a past of being favoured by one god but is now favoured by a different one or one that stands on his own owing fealty to none. The best place to start would be with the Daemon Prince datasheet, next step is changing keywords, next you can change the characteristics of the datasheet, now you add or subtract from the abilities of your custom Daemon and finally you decide on a power level and a pts cost for the altered datasheet.
If you want to create a Chaos god that perhaps cannot enter realspace but can affect it or is served by Chaos Cultists like the official four Chaos gods you can create new Stratagems, Warlord traits and Relics for your god. Now you decide on a keyword that can replace the allegiance that Chaos units serve to one of the Chaos gods with your new god.
