So my friend wants me to paint his tech marine. He wants it to be generic. Could I just pant it in metallics or is there some neutral colors that I can work with? Or do all tech marines have a color. He wants to be able to shuffle this guy between his armies.

Most Tech-Marines have red armour to signify their relationship with Mars. Then the shoulder is painted in the colour of the chapter. You could just paint both shoulders red to make him neutral.

Nothing to see here, move along mortal.

Red techmarines are proper techmarines, I have mine a dark red like flesh tearers, I find the knights/skitartii red a bit bright

Techmarines always have something red on them to symbolise Mars. Some techmarines prefer to go full red armour with a shoulder pad in their chapter colours, showing that their allegiance is first and foremost to the Mechanicus. Others go the opposite route, wearing normal colours but having their Cog shoulder pad red only, showing that their duty is to their chapter.

For most chapters I would say the shade of red doesn't matter at all, but if your friend has red space marines, ie, Blood Angels or Blood Ravens, you might want to consider an darker or lighter shade than usual. For Blood Angels, go dark, crimson red. For Blood Ravens, who wear dark red, go with a bright red.
