What format? What models do you - sorry, your friend - have available, and what's the budget? What do you mean by "cheesy"? What's the expected meta? Why UM specifically?

Just asking for the "cheesiest" list doesn't give us much to work from.

Gulliman? That changes things. A successor chapter with Extended Marksmen can do some gross things with Aggressors that a pure UM list can't match.

That said, twin Vindicators and twin maxed Assault Centurions with Hurricane Bolters would get pretty close. You'd still need a Captain with the Master of Strategy warlord trait to fully activate them.

Okay then knowing that information what list could I build around Gilliman in general what successor chapter?

You can't take Gulliman in a Successor chapter, it has to be straight Ultramarines.

...well, ok, technically you can soup him in, but if you do that he's not considered to be the same keyword as your Successor chapter and only his rules that apply to all Imperium units would apply to the rest of your Marines.

If I were going to make specific recommendations I'd say Gulliman, a couple of Vindicators, a couple of 4-man Assault Centurions, three 5-man Intercessor squads with Autobolters and Power Fist upgrades, and a Librarian or Chaplain to taste, see how many points that leaves you. Proxy that for a few practice games to get a feel for what UMs can do.
