Back in Fantasy a big armour would give you 4+ save, a horse and a shield would push that down to 2+.

What armies in AoS have saves like that?

Its generally not thatsimple in Sigmar. 2+ saves are virtually unheard of.

Most shields do not simply improve saves. They do things like ignore rend, or give a reroll of 1.

All that said, Bonereapers have a frankly insane allegiance ability if you choose Petrifax Elite which gives universal +1 to all save rolls. The Battline Mortek Guard can very easily reroll their save too, which is 3+ with the ability. That is actually statistically better than a 2+ save, though rend hurts it more. That is probably a contender for the best army wide saves in the game right now.

I really hope it gets nerfed!

As Stux mentioned, better than a 4+ by default is rare. But modifiers are also much less common; almost all attacks are rend - or rend -1, with units dealing mortal wounds (ignore saves entirely) being more common than units with rend -2 or better. So a 4+ save is generally worth more than it was in WHFB.

Bonereapers have the best saves in the game as an army with 4+ or better by default and multiple ways of putting a whole force at 3+ or better.

Stormcast also have good saves as an army with 4+ or better on every unit (save two animal companion options). Ironjawz are also 4+ save or better across the whole army. Kharadron Overlords have the same though they are also a shooting-focused army which might not be what you are looking for.

Nighthaunt have a universal 4+ save that ignores modifiers (rend doesn't affect them at all), save chainrasps which only have a 5+.

Slaves to Darkness, Nurgle, and Cities of Sigmar can all be reasonably run as armies just using their selection of 4+ save or better units.

OBR, CoS, StD, FS, all can have 3+ saves with re-rolls, and a few 2+ saves.

But Death armies and Daemon ones can get after saves as well, and some healing.

Sylvenath also can have good tough units with 3+/4+ and healing


EDIT: NH can also always be ignore rend with death saves if you are scared of rend.

Well, you can have a full 2+ save armies i CoS only for turn 1, then its all 3+.
