I am not sure I understand the rules and the strategic values here. So please help me out.

A pure SW chapter get unique warlords. Full access to SW relics. A better version of 'Heroes Born' as it works when charged and making heroic intervention as well. And heroic interwene on all units.

SW suckessor chapter looses special character, must pay 1 CP to get a SW relic. They can pick custom traits. They can stil heroic interwene with the SW stratagem (1/0 CP.)

Pretty much. I prefer sw over custom chapter in this instance myself. +1 to hit on the charge and always heroicly intervene 3" are good traits to have as a cc army.

Well you can just pick +1 to hit on the charge by taking Heroes Born, witch is what you described. The SW one also works when you heroic interween and when you get charged. But how often that comes up? It is mostly up to you. (It gets way better with some judicars or Armour of russ.)

The 3" heroic intervention you can emulate with the stratagem. And you get another custom trait. Sounds like a bargain to me. A different army though.
