I'm building toward my first 2000 point list. Goal is to have a well-rounded army that plays to the DA theme, not a super competitive tournament-winning list. I'm also aiming to keep my collection pure Primaris -- I know this isn't an optimal approach!
General concept:
Ravenwing Outrider detachment bullies units and grabs objectives of opportunity
Deathwing + LT mount up in the Impulsor and drive toward the heart of the enemy
Infiltrators hold an objective for points on secondaries
Everyone else marches to the center of the board and holds it
I haven't settled on relics or traits yet. I'm open to suggestions. Thoughts from the conclave?

not a true tri wing quit false advertising that please, tri wing indicates that your trying to represent all 3 wings equally.. youve got ravenwing and like 2 things of actual deathwing.
this is a double wing that happens to feature some deathwing elements but isnt a tri wing
a true tri wing would have a deathwing dreadnaught, more bladeguard, maybe a repulsor with initiation.
we could go on here.
anyway the list isnt bad but your going to quickly find out why some of our firstborn marines are just better then primaris units such as black knights vs outriders or ravenwing apothecary to normal ones

First off, welcome to the Rock (and Dakka)!
You can call it a TriWing if you want; the Interrogator-Chaplains are busy right now. You've got Deathwing, Ravenwing and Greenwing so I figure you're good.
You might want to split the ATVs into two squads. Gives you more flexibility and also makes your opponent split fire.
I think that a Captain would give you more mileage than an Lieutenant. Those Plasma Inceptors will want to Overcharge, and having a Captain nearby reduces the chances of dying with the re-roll 1 aura. The Captain and Bladeguard can pile out of the Impulsor at or near a mid-board objective and the Inceptors can drop in behind them on Turn 2. If you have the Primaris Lieutenant from the Recruit Edition then I can't see anyone having an issue with you calling his Neo-Volkite Pistol a Heavy Bolt Pistol to make him a Primaris Captain. The Librarian could also be downgraded to save some points, or swap him for the Captain and keep the Lieutenant.
Do you see the Chaplain working with the Outriders or the Bladeguard Veterans?

Good points on both the ATV splitting and replacing the Lieutenant with a Captain. I think the LT was a ghost from an earlier list where I had Lazarus with the Greenwing crew in the center. I've got the Indomitus Captain and he would be perfect -- I shuffled points around to make space for him.
My thought with the Chaplain was to have him work primarily with the Outriders. But because he is so mobile, I thought I could move him to join the Bladeguard Veterans mid-game. Do you have any experience with the bike Chaplain?

I used to run the "Oldmarine" Bike Chaplain, but Ravenwing weren't really brawlers before! I've used a foot Chaplain with my Bladeguard, though, and its a great fit. You are correct that the Bike Captain's mobility gives you options. The Bladeguard don't necessarily need the Captain if the Chaplain is with them, and your other troops could benefit from the Captain.
I think you will have a good list to explore how the Dark Angels operate. The Plasma Inceptors can do amazing things when they drop in, but they tend to only get one good shot. Meanwhile your Outriders can perform early Objective-grabbing and board control. Place your Bladeguard at the decisive point with your Impulsor, backed by the Chaplain (Litany of Hate) and/or Librarian (Righteous Repugnance).
