This is meant to be a fluffy casual list, but I am open to suggestions to improve it. All officers and NCOs will be modeled as Adeptus Arbites. Bullygryns as Prison Guards. The tanks are Arbites as well. All infantry squads will be modeled as convicts. The priest is there to absolve them of their sins when they die for the Emperor.

Looks pretty decent and I like the theme. If you're running Catachan I would suggest trying to fit Harker in the list somewhere. His re-roll 1 bubble is very useful. Thematically he could be the prisoner kingpin, the biggest and burliest one about who's been given the privilege of a Heavy Bolter.

Sweet dude, penal legions rule. May I squeezing in a couple of human bombs (count as cyclops demolition vehicle) for the lulz and max penitency potential (it will please the priest).

For modelling you could look at wargames atlantic's cannon fodder box (coming soon), and these guys would make good ogryns:

It was the upcoming Atlantic box that inspired me to want to make a penal legion! Not sure what I am doing for the Ogryns yet. And I am going to print the Arbites https://www.myminifactory.com/object/3d-print-imperial-arbiters-w-modular-weapon-hands-123512
