He has 3 ranged options but 1 is from Anhilator beam. The other 2 is scepter and staff ranged. Now can i shoot with scepter first on one unit, and then shot with the staff either on same unit or another etc?. I had it explained to me before that in the shooting phase any model that has ranged weapons equiped even if they dont have it look wise on the board can use all off them, unless they wont cost any points to equip. This question applyes to all models that has more then 1 ranged weapon in their profile i have used all my weapons on some models one by one until its done. I hope im doing it right lol.

This question is clearly answered on Page 15 of the PDF rulebook
Look at the Shooting phase section, right column, Select Targets Sub-section, 2nd sentence.
Also look at P. 17, "GRENADE" and "PISTOL" rules, they have additional rules about shooting that pertain to how many weapons you can fire.

If you decide to target separate units with each weapon you have to decide this before shooting with any of the weapons or rolling any dice. You are not allowed to wait and see how one weapon performs before deciding what to target with the next weapon etc.

To add to what Aash said, when a unit is selected to shoot, all models in the unit may fire all ranged weapons they possess (with a few exceptions). You must select the target of all attacks prior to rolling any of them.
A few standard exceptions are: A model can not fire Pistol weapons and non-Pistol weapons at the same timeOne model in a unit may elect to shoot with one Grenade weapon. If it does so, it may not fire any other weapons and no other models in the unit may fire with any Grenade weaponsA unit that advanced may only shoot if it possesses Assault weapons and may only fire Assault weapons when it firesA unit in Engagement Range of an enemy unit may only fire with Pistol weapons (with a bunch more limitations)
There are many other unit or weapon specific exceptions, because this is 40K.

Because the rules in the book are clear. So it was a good answer. If you had read the rules, you would have known the answer to your question.
