Been playing 40k, Custodes and Mechanicum, my Custodes army still mostly works for 30k, but 30k really isn't big in my area, theres like 1 dude who does it otherwise its just me. BUT I really REALLY like the models (Breachers are just fething badass) and want to regardless build a space marines list. I've been looking around for rules indexs n things but can't find ANYTHING on army composition, basic army rules, faction rules etc. Heres my questions numbered out so ya'll can answer them easily, please and thank you! :

1. Where can i find indexs/faction rules etc? I kinda wanna build a Death Guard or Dark Angels or Alpha Legion. I like the color schemes and lore.
2. Theres a box in GW's main site thats like $360, is that a good set to start out with? How much am I going into ForgeWorld for this?
3. I got no problems supporting GW, but would resin printing my own minis be better?
4. Do i have to 3d Print my legions choice of shoulder pads/symbols or is there like a sticker option or something? I already painted a checker board pattern for like 20 Lamenter's and....I don't want to have to free hand a hydra on 50+ minis...
5. Are all the models resin?
6. Does 30k have tournaments? It seems much more...Josh and the boys get together and play some HH more then "alright 6 bikers, 10 breachers, 6 jump packs with plasma...." etc. It seems much more free form then 40k, is it?
7. Are there any Youtube Channels that do 30k? I know WinterSEO has some and I loved watching them and seeing the models, but couldn't find too many more channels that did it.

So they main rules are in the Age of Darkness book. This book contains all the rules needed to play the game as well as all the background information, faction focuses on each legion, miniature showcase, etc.
Army lists for each faction can be found in their own respective Liber. There are equivalent to 40k codecies.
Liber Astartes has the army lists and legion rules for all 9 of the Loyalist legions. Liber Hereticus has the same but for the Traitor legions. Liber Mechanicum has rules and army lists for Mechanicum, knights, and titans. Liber Imperium has everything for the Solar Auxillia, Custodes and Sister of Silence.
Cults/Militia and Ruinstorm Daemons rules as well as all FAQs, Legacy units and Exemplary Battles can be found as PDF's here.

There's both the Age of Darkness box set and the Battlegroup box. Both are excellent starting points for a marine army. Everything is more then usable for any marine army so you won't be permanently leaving stuff on the shelves to gather dust.
Both box sets are really good value. If you can, i'd recommend starting with the AoD box as that comes with the Rulebook as well.
If you collect marines, you can almost avoid FW these days as so much has now been moved to plastic kits. If you choose Solar Aux or Custodes/SoS then you'll still be looking in FW's direction for stuff.

Printing your own army is a more then viable option if you have a printer. There's plenty of free and paid files readily available if you know where to look or who to ask.

FW does a range of sculpted shoulder pads if that's your jam. There are also decal sheets for each legion, but they can be hard to source as GW has by and large let them run out of stock. The Dark Angels ones for example have been out of stock for over a year now in Australia with no sign of a restock. Buying them 2nd hand is an option, but people often charge excessive amounts for them.

5. Are all the models resin?
No! Good thing is that a lot of the range has been/and is in the process of being ported over to plastic. You can find it all under the Horus Heresy tab on the GW website. A lot of the more niche stuff, such as superheavies and legion specific units, as well as characters are still resin, but the core stuff such as power armour, dreadnoughts, rhinos, etc are all plastic.

6. Does 30k have tournaments? It seems much more...Josh and the boys get together and play some HH more then "alright 6 bikers, 10 breachers, 6 jump packs with plasma...." etc. It seems much more free form then 40k, is it?
This depends largely on your local area/community. The community around me is much more casual/narrative based play, with events being non-competitive for the most part. But it will certainly differ from place to place.
The great thing about heresy is that at it's core, it's quite balanced as both loyalist and traitor factions work off the same base army list. Once you add in the Legion specific units it gets a bit skewed one way or the other. But it's not anywhere near the egregiousness that some of the 40k factions are capable of.

The few that leap to mind are "The 30k Channel, and "S&N battle reports".
I've got a couple others saved. I'll have to hunt them out though.

I get long winded when medicated... and I'm medicated now... so sorry for the wall of text.

1 & 2 are explained above.

3 - I think you need to print bits to make some of the units like despoilers. For Legions like World Eaters, you need chain axes and bolt pistols and right now, they are FW for 5 models at a time. I think GW is spread thin though. Otherwise, they have converted tactical marines, special weapons, and heavy weapons to plastic. They have also converted contemptor dreadnoughts, Leviathans, and Deredeos over to plastic. The Land Raider, Jetbikes, Spartans, Sicaran, Rhinos, Predators, Cerberus, Typhon, a Sicaran variant, and scorpius to plastic. FW resin is limited to Legion specific units, characters, command squads, assault squads, despoiler squad bits (chainswords and pistols), gun platforms, out riders, speeders, the fast attack tank, and a couple of Sicaran turrets. On the horizon, assault squads and command squads are expected to be the next releases. Supposedly, there will be more releases in the spring too.

4 - they have decals and they periodically sell out on the US site. I picked up the Dark Angel one about a month ago. If you go Dark Angels you can find checkerboard decals on Death Ray Design's page that are good too.

5 - GW is aiming to make everything plastic with the exception of characters at some point. I would venture to guess some Lords of War may not cross over (thunderhawks, mastodons, etc.).

6 - not sure about tournaments, most of the events I've seen are narrative driven so you pick a side and participate in the campaign and play 3 games. Each round the teams assign players to compete for certain objectives. Awards go to the best players on each team. Usually games are assigned by who's list is designed for the mission objectives.

7 - Bearfoot, SN, Far East Gaming, and SEO are some of the top channels. I think SN is the best in terms of story and painted models. Far East has a zone mortalis table.
