Alright, here's your question.
You have the power to bring a single superhero into our reality (be it from, comics, video games, books, films, etc) in order to make our world a better place.
BUT
When you summon this champion, you will also bring along their nemesis/rogues gallery with them.
With that in mind, would you still bring them into our world?

It depends on how it would work, but Batman would probably be a good choice.
Not actually as Batman, a dude dressed as a bat trying to fight serious criminals would probably last about 5 minutes in real life, but if his assets came over with him (Waynetech, all his billions etc.) I could see him doing a lot of good in the world.
Plus his villains are mostly just regular people in whacky costumes too, anything they got up to would also be fairly short-lived.
Except maybe Ras Al'Ghul, if Batman gets his money, then Ras would obviously come over with his League of Assassins, and the world could probably do without another global terrorist group.

Yeah, someone like Batman would probably be safest. I don't see most of Batman's rogue gallery making it that far in the modern criminal justice system. They certainly won't be in the catch-and-release program at Arkham, that's for certain.
And a fair number of them would be dealt with quite harshly by the existing criminal organizations.
On the flip side, Batman himself would probably be tracked down by the FBI fairly quickly too...

I'd rather like to see the Christian Bale Batman driving around.... not sure I could deal with the Ben Affleck Batman.
But if I could pull in any superhero it would probably be Captain America. We already have Nazis and Soviets... how bad could it be?

Theoretically if we're talking about any type of superhero then Dr. Manhattan would kind of be an easy pick if we assume in this instance the superhero here is actively trying to make the world a better place and he isn't going to poof off to Mars like in the comics, his only real "rogues" gallery is honestly Ozymandias (who is also not really a villain in the conventional sense and is just utilitarian in how he wants to "help" the world) and whatever the Watchmen faced on the streets which are basically just basic criminals and self-proclaimed supervillains with no actual powers. With Dr. Manhattan and his borderline god like ability to control matter, he could do a LOT especially in the areas of energy/food, and intervene in modern conflicts similar to the comics where he helped the US win the Vietnam War.

On Batman?
Definitely the Adam West Batman.
1) Because his rogues gallery isn't really dangerous to the public. They have a very low (if any?) Actual body count. And even when they accomplished the ridiculous plot of dehydrating the UN members it was reversible.
2) This Batman WILL thwart his rogues plans.
3) this Batman, like his rogues, isn't a danger to the public.
On Cap?
Cap would be awesome.
But you'd get your Nazis etc amped up with insane super agents, unlimited resources, way dangerous crazy tech, magic, Cosmic Cubes..... And unlike Adam Wests Batman rogues? They WILL be wracking up the body counts.

I'll go with Mr. Fantastic.
The Status Quo rules monthly comics so even though Reed Richards could fix the energy crisis/global warming/poverty/etc and give us all flying cards powered by glowing blue cubes, he never does. In the real world there's no editor preventing him from changing the world so I'd welcome him.
His rogues gallery is top notch, Dr Doom and Galactus just for starters but he's batting 1000 against them so I'll take the risk.

He's batting 1000 against Dr. Doom taking control of the WORLD. That doesn't do a whole lot for the poor people stuck under Doom's rule in Latveria.
