What do you order GW to make?

No super-heavies, must follow the current pricing of $25 (or more!) for 10 infantry.

And if they don't make a profit GW can harvest your body for organs to make up the lost money

What do you ask for?

A Cadian Shock Troop kit that includes bits to field them as Grenadiers/Stormtroopers(heavier armor, backpack cabling for hellguns, stuff like that).
A new "High Elf Archer" kit, with slightly armored robes, and less monkey hands. Also...less silly tiaras please.
A new "Elf Warrior" kit, just robed elves with spears and a variety of shields, with bits to have them as Eternal Guard, High Elf Spearmen, Dark Elf Warriors, or Lothern Sea Guard.

That's what a well-stocked bitz box is for. Or failing that, just pick up a bunch of random boxes of plastic troops that probably wouldn't fit well together and go crazy. That's why GW will never put out a LatD Codex, because there would be no marketing tie-ins.

- Plastic Leman Russ variant conversion kits.

- Plastic Chimera conversion kits to make the various artillery pieces.

- Guard special weapon teams. Like the heavies, only with plasma/meltaguns and so forth instead of heavy weapons.

I would order three boxes of new Dark Eldars greens!

Nah, I'm kidding. New Dark Eldar minis would be on the list though.

So lets say:

1. New Leman Russ (the current model is old and looks like a toy). Include turret conversion kits for all the variants. I bet this might even sell.

2. New Dark Eldar warriors with bits to make another unit (Wyches, Incubi, and Scourges could all be a possibility).

P.S. - Release a new Codex close to the same time.

3. Plastic towed artillery pieces for IG. Sort of like what FW has for the Death Korps of Krieg, only plastic. Oh man, this idea sounds even cooler after actually typing it out. Yes. Let's please do this one.

Tau battlesuit based on a Forge World kit, with the various bitz currently provided in metal for Broadside and Commander, on the sprue in plastic.

Tau Kroot expansion pack with Hounds, Krootox, Shapers and some weapon options (Eviscerators maybe.)

Sure there would be.
They could easily make a Traitor Guard kit, with defiled armor, daemonic mutations, cult masks, banners, stuff like that.

1. Savage Orcs, including some kind of option to represent Big'uns, plus all the weapons available (HW&S, 2HW, Bow and HW) and of course full command. Box of 10, £15.

2. Boarboyz. 5 for £13.50. Again all options included.

3. Empire Knights. As they currently look bloody ridiculous next to Pistoliers and Outriders. Again 5 for £13.50 which I believe is the going rate for Cavalry.

1 - I would request a plastic obliterator box set to make them really easy to convert.

2 - a new ork buggy/skortcha/wartrak box set that allows you to make any of the three vehicles

3 - Imperial citizens - just like you said Kid_Kyoto, that is an awesome idea. I play Dark Heresy as well and i incorporate miniatures for the PCs as well as the baddies and i am always trying to find cool minis for them and Imperial citizens box would be awesome for that!

Yeah, they even do Chaos Leman Russes, just add spikes!

But seriously, there's a lot of cool things GW could do with LatD, including traitor guard and mutants kits, maybe even some weird allied aliens like Hrud or (dare I say it) Squats (maybe just one unit, like artillery crews or something).

Now all they need is an army list! Oh. Yeah.

Grey Knights with special weapons: 1 Justicar, 7 PAGK, incinerator and psycannon. Or just the bits to make 2 incinerators aor psycannons. Price: $37.75

Grey Knight Terminators: 5 to a box, but give both options for them, either storm bolter/NFW or TH/SS. Perhaps add in the FAQ that they can take NFW AND storm shields. Instead of an incinerator, put in a psycannon option. Price: $55.

Ravener Brood: Like a Tyranid Warrior brood, 3 Raveners with weapon options as needed for them. Price: $30

If I didn't already have a small mountain of Guardsmen, I'd second the call for for Greatcoat Guard -- full-mask longcoated; "faceless" with no exposed skin. 20 models for $35.

As it is, I guess I'll focus on what I'd actually buy...

1. Daemonettes -- the OOP "sexy" Juan Diaz sculpts, but in plastic. 10 models for $20

2. Eldar Jetbikes -- the Jes Goodwin sport bike sculpt. 5 models for $25

3. Leman Russ, mk.2 -- baneblade-styled and proportioned. $40 each.

Otherwise, if we're talking about Codex support:
1. Traitor Guardsmen,
2. Mutants, and
3. Cultists
Guess what that gives us...

Cozy cockpit of an Archer ARC-5S

1. Generic Inquisitor and retinue boxed set, contains enough parts for one Inquisitor and a retinue of four, preferably with the following: servitor with options for servo arm or ranged weapon, an acolyte, sage, psyker and several bits and bobs to represent familiars.
2. Imperial Guard equipment sprue: just a sprue with bits and bobs to make your dogfaces less plain. Stuff like backpacks, heads without helmets, grenades, knives, entrenching tools and other stuff, like the FW Cadian upgrade packs.
3. Imperial Navy Armsmen, as Jes Goodwin designed them. Big armoured suits with diving suit like helmets, big M32 shotguns, boarding gaffs and a single Imperial Navy officer, a younger version of the Naval Fleet attaché found in the IG Advisor blister. About ten models per box with options for shotguns, boarding weapons and flamers. Maybe also special navy issue items such as scanners, breaching charges, melta bombs and void gear.

I've got to go with the sets that I could use for 40K skirmish games:

1. Imperial citizens like Kid Kyoto described

2. Cadian accessory sprue: Similar to what BrookM described but I'd also like to see shotguns, open ammo pouch, demo charges, mines, vehicle stowage, casualty figures, and some new arms. It would be nice to have a pair of arms holding binoculars, a right arm holding a lasrifle power pack to reload, and maybe a pair of arms with a lasrifle ready to either bayonet stab someone or butt whip them. I'd also like a Cadian on a stretcher, a doctor, and some field nurses. Hey, I can dream!

3. Urban terrain Gothic Style: Street signs, trash receptacles, street lights, manhole covers, sewer drains, smaller doors and windows than the Cities of Death buildings.

Hmm....guess I know what my future sculpting experiments are going to be. Kid Kyoto's thread may have cursed me to a life of despair or inspired me to future success. Time to break out the ProCreate.

The secret to painting a really big army is to keep at it. You can't reach your destination if you never take any steps.
