Subject: Is Telion Unique?

I've bought the Space Marine Codex today and was looking at the entry for Telion. I noticed that it doesn't say anywhere that he in Unique. I checked with all the other Special Characters, and they all have next to their entry.
My question is, would I technically be able to take a Telion in each of my Scout Squads, as it says nowhere that I can't?

One Scout squad in the army may replace its Scout Sergeant with Sergeant Telion.

Well don't that beat all.
Tellion is indeed not Unique, but gets arround it by only being able to have 1 scout squad in the army take him.

I don't really see why. He doesn't have the Unique rule because he doesn't need it. The fact that he is an individually named character (or to use the rulebook definition, has a 'personal name') makes him a Special Character and thus Unique by default, whether he has the rule or not.

Because for a HQ choice, saying the equivalent of Telion's "only one" text would be the same as saying Unique.
