Basically, normally pistols give +1A if you have a ccw already. Does a necron wraith get +1A if he is equipped with a particle caster (essentially a pistol)?

You only get the extra attack for the second ccw, in this case the pistol is the first. Wraiths don't come with any ccws.

No because they don't have a close combat weapon to begin with. Their only equipment is a phase shifter.
