So I got a copy of the list I played against a couple of days ago, but I cant make anything of it. maybe you guys can help me. I want to verify this list is legit.

I believe its unbound but i cant find anything on these IA books. as far as i know book 7 is siege of vraks, and i dont see any of these units in it.

First - IA volume 7 is Siege of Vraks (Part 3), and while some of those units are in the first edition (which is superseded by 2nd edition) the points are off.

Second - IA Volume 6 is Siege of Vraks (Part 2). Anphelion Project is Volume 4. And again, based on 1st edition the point are off.

My suggestion - No Forgeworld stuff allowed unless he has the actual book (Forgeworld does not have pdfs of their books).

Finally, yes his army is Unbound as not everything fits into a Detachment. The only detachment he would have is an Inquisitorial Detachment but since his army is unbound, he won't get any command benefits.
