You are looking for perforated metal sheets

theres a lot on ebay but they are all over the place in price size and design

you can get some pretty good looking industrial shapes

but you will need a tin snip and files to cut and smooth out the burs.

An update on progress trying to source this.

I talked to a few metal suppliers in the US. I had to request quotes or call their offices to get pricing. Learned a lot in the process.

After looking at the photo, we agreed a 3/32" hole with a 5/32" stagger is probably appropriate for what I'm looking to do. Aluminum is probably the most appropriate material, given the need to cut it. While it's possible to get softer metals cut to spec, the cost goes way up when you try this.

Perforated metal sheets are an uncommon request and they are not typically sold in small sizes.

Most suppliers sell metal sheets in various gauges, heights and widths. While you can get some of them them to cut it to size, it's necessary to pay for the entire sheet. The smallest sheets I found were around 3x8 foot at a 20 gauge (which is pretty thin, but not ideal.) On average, the cost per sheet worked out to be a little more than $100. The cost to ship, in most cases, works out to be almost as much as the materials - it would need to be shipped as freight.

While many suppliers say on their website that they sell perforated sheets, most of them actually order the materials from a company called McNichols. When I went to them directly, they offered to ship it free to a local office for me to pickup. This was for a 3x10 foot sheet. The ship time would be about a week and there was no option to have it cut into smaller sizes to fit in my car. (To be fair, their office is surrounded by sheet metal contractors, I could probably get it cut to fit for next to nothing.)

Given the fact I would be getting too much metal and need to cut it, I decided to look into custom plastic options. I have a request for a quote on a custom cut from Evergreen that I'm waiting on. I talked to a few sign companies who can cut ABS plastic sheets. They said 3/32" holes are fine for their laser cutters, but they want me to send them the art for cutting as a PDF file. The quotes I've gotten are all over the place, averaging about $30 for a 2mm ABS sheet (which would be perfect.) I'm a little concerned about my ability to create the PDF file or miscommunications, but I think this could work.

Will let everyone know where this ends up. Man, it's complicated to buy sheets of anything with staggered round holes.

3'x3' aluminum sheet on amazon for $$33. 20guage is 0.81mm thick, thin enough to cut with a pair of heavy duty scissors or regular kitchen sheers from the dollar store. There's a picture in the reviews with some coins on top for scale
