So the idea of putting a farseer in a Serpent, fortuning it, then casting doom on anything with 24" seems entirely ridiculous, and I remember some rumours pertaining to this being legal in 5th, but now that the rules are out can anybody prove/disprove the legality of such a maneuver?
The Psychic Powers page that I have seen (on the internet, so not necessarily the real deal by any means), doesn't say you can't do this, but it doesn't really say much at all....So the Eldar Codex takes priority.
I don't have the Eldar Codex remotely near my current location, so I can't be too sure, but then again, I'm pretty sure that it also does not remotely mention doing anything from inside a tank. Who knows?

It was ruled illegal in the 4th Ed. Eldar and main rulebook FAQ because a Farseer in a transport was not technically on the table so couldn't cast psychic powers.
The new 5th Ed. FAQ makes no mention, but suggests that models in vehicles are now on the table, even if not physically, through rolling for Wraithsight in transports.

Psykers in transports may cast powers as normal. Shooting powers are worked out like shooting attacks, so you need a firepoint to do it from, and the vehicle's movement matters.
According to the eldar FAQ (which I can't access at work) the only eldar powers that are "shooting" are Mind War, Destructor, and Eldritch storm. So, yes, our Farseer's may joy ride in fortuned falcons, happily dooming the enemy.

Well thats good news to my ears. Not so much for others...
I think the wraithsight rule is a very good point, and the fact that psykers can definitely cast shooting powers from transports is pretty clear.
People could contend that Eldar powers at the beginning of the turn are not the same, and therefore disallowed, but I think this would be fairly weak in the face of these new rules. Fun times!

I don't think this will be as cool as it sounds. IIRC passengers may only "fire" if the vehicle moved 6" or less. Wouldn't this apply?

Cast powers inside the transport will allow to deploy a Seer Council from a Serpent with a Farseer fortuning the disembarking Council.
This was not possible in the 4th ed due to the FAQs.

Fortune, Guide and Doom aren't shooting powers, so normal shooting rules don't apply to them.
That and the fact they're cast at the beginning of the turn before the movement phase.

I was half thinking about tri-falcon with two of the falcons carrying fortune farseer plus 5 DA's...
Vehicles can score if they're carrying troops, and holofield+fortune will make it hard to kill. Just zoom around the board and collect objectives (Tank shock the enemy off of them) at the end.
Put in some pathfinders for sniper loving and it will be annoying, but might be effective.

Not that I doubt anyone here, but could someone be so kind as to supply the page number(s) where I might find the ability to cast psychic powers from a falcom/waveserpent?

Here's the skinny.
GW has changed how psychic powers work now. They clarify that only 'psychic shooting attacks' follow the rules for shooting now, so any psychic power that isn't a shooting attack doesn't need LOS unless the power's rules specifies it does.
GW has also gotten rid of the whole 'embarked models aren't on the table and therefore can't do anything' FAQ ruling and instead replaced it with this rule (on page 66):
"If the players need to measure a range involving the embarked unit (except for its shooting), this range is measured to or from the vehicle's hull."
Since Doom and Fortune are not psychic shooting attacks (they are used at the start of the turn) they don't require LOS and may therefore be used from inside a Falcon or Wave Serpent. The range of these powers is measured from the hull of the vehicle.

Eldrad on his own in a fortuned Falcon zipping about the front lines dooming 2 units a turn and fortuning his ride.
Sounds very powerful however the high points will put some off.

I've been running Eldrad since 3rd edition, so no real changes for me. 5th actually opened up a few new options. Folks were moaning and complaining about the death of the Eldar Mech armies, but I don't think that is the case at all.
