I'm lookin to start an Ork Klan, specifically Speed Freaks, and I was looking for opinions on where to start. So far I have a box of boys and a nob... any suggestions?

The Ork Battleforce Box is a good place to start.

Especially if you want to play Speed Freaks as it has a Trukk.

There are a couple of schools of thoughts for KOS whose body is comprised of:

1. Nobz bikers led by Warbosses on bikes
2. Trukk boyz/Warbikers
3. Battlewagons (this one may or may not be considered pure KOS depending on who you ask).
4. Combination of above.
5. The rest is usually filled out with cheap troops/buggies/deffkoptas

What kind of play style are you looking for? do you want to limit the amount of dollars spent? Do you want to limit the amount of models you need to paint?

Usually I play wolves and like to keep my options open. With the wolves I can field almost anything.

I'd eventually like to do that with my Orks, but for right now, I want a hard hitting fast attacking force... And I love the new bike models (especially the Forgeworld ones!) My likely opponents would be Mech Tau and lots of Marines (DA, EC, & SW). I want to hit the line hard and get into assault quickly.

I thought about having some kind of Heavy support fire from behind cover, but it didn't seem Orky, and definitely not KOS...

Lootas cant take a transport, but could roll in a wagon with a big mek, right?

Yes, Lootas can be in a looted wagon or a battlewagon. Remember, they can't shoot if the vehicle moves. Some people may argue that a KoS army shouldn't have Lootas, but its your army and you can do what you want. Lootas are very good at killing light vehicles (Tau vehicles, non-landraiders). The thing you may want to think about is that if you have a lot of fast units, once you get into assault, the lootas will run out of targets.

Go with a mix of trukk boyz and bikes if you want fast assault. Bikes aren't great in CC, but Nobz bikers are.

The 2 warboss on bikes, 2 nob biker units army sounds like what you are looking for.

Hard Hitting. Check.
Fast attacking. Check.
Bikes Models (especially forgeworld). Check.

3+/4+ cover saves. 24 inch moves. Lots of PKs. It would probably eat Tau and a good portion of marines up. They would get one turn of shooting and you can maneuver them to flank charge and wipe out their army from one side to the other.

comes with a trukk, 3 warbikes, and 20 boys. An excellent start for a speed freaks waagh!

I use buggy squads as fire support for my (small) KOS. They're cheap and mobile and can put out lots of dakka if you go twinbigshootaz, and can usually get side hots on tanks if you go for twin rokkits. (Twin Rokkits are also great against marines). Deffkoptas have the problem of having poor ld which is not a problem for buggies. Only problem is they take up FA slots. Take wazdakka gutsmek so you can take bikes as troops, or the obvious choice of warboss and nob bikers as an UBER scoring unit.

I love battlewagons, but they draw a lot of fire, and may not survive long vs Tau. Trukks may be better as you can put a lot of them on the table and they're fast. So - flat out first turn and then cruising speed + dismount, waagh and assault means you should hit any gunline within 38" + D6" on turn two.
(Oh yeah and red paint will get you 2" more) Against tau that'll mean only 1 or 2 turns of shooting before your boys wrap it up. Ok some trukks will get popped so take at least three - minimum.
