I would never use 1/48 scale, way too small for 40k. I always use 1/35 and I have made quite a few tanks this way.

You should be less concerned about scale, and more concerned about size.
For example, a modern M1A2 tank is pretty large. At 1/35 scale, it'd be near the size of a Banebade. At 1/48 it might work a lot better.
A Rhino is about 4.75" long. If you wanted something of similar size, you'd have to figure out what tank you're interested in, find out its actual length, then scale it.
You haven't said what the models you're looking at are...
The look sorta like an HS.30:
http://en.wikipedia.org/wiki/Sch%C3%BCtzenpanzer_Lang_HS.30
But that's just a guess. In any case, an HS.30 has a length of 5.56m, so the kit would be about 6.25" long, much longer than a Rhino, but nearly identical in width and height. It'd be a serviceable 40K model, but harder to use than a Rhino, since it's much longer, and would need more space to hide.
Now, if you get that same kit in 1/48, then you'd have something 4.5" long, a bit shorter than a Rhino, and then also narrower and not as tall.
In general, I'd suggest you go with something as close in size to the model you're proxying as possible, and then err on the side of a larger model. People will be annoyed if you've got matchbox cars for Rhinos, which you can hide all over the place, and not get shot.

I just opened a 1:35 scale M113, it's hull looks so much like a Rhino it's ridiculous, you can almost swap parts around. In that respect, 1:35 is a perfect match. I think a 1:35 Stryker would make a good wheeled variant of a Chimera, but these are Tamiya models that cost as much as the GW models unless you get lucky with a sale like I did.
They used an M113 as the basis for the THQ DOW Rhino. I'm tempted to add plates of styrene like they used plates of steel to make the 113 look like the Mk2 Rhino.

Honestly Ive seen people use both, and it really depends on what it is your using and for what. Sometimes one is better, scale wise, then the other. Id say 1:35 just because if its a tad large, you can easily shop it down a bit to get it into scale.

One trick I particularly like, is to buy a kit that gives the chassis you need, and then build a superstructure on top of it. Works well for Ork vehicles, but can also work for Imperials, etc.
What's nice with that, is it gives you the sprockets, tensioners, road wheels and track, which are very hard to scratch build, and it also gives you a base to build on that's consistent.

wittzo do you mean that the price of a tamiya M113 is the same as a GW rhino?
Phryxis that's a great idea, I was planning on doing something like that for my orks. But was afraid that it wouldn't look right. Coz the stores here in our place all carry 1:35 and 1:72. They never have 1:48.

Exactly what I was about to post.
A 1/35 Sherman is about the size of a Leman. A 1/35 Abrams is superheavy sized, while a 1/72 Abrams is just a bit smaller than a rhino.
Real world vehicles vary a lot in size, WWII tanks are smaller than you'd think, so look for size not scale.

The major difference between them is that the M113 has an aluminium hull, the 432 is a steel hull (and thus, easier to weld to without specialist gear).
There's a guy in Sydney who owns TWO FV432s (one has rubber tracks and is certified for road use - as a stretch limo, the other has steel tracks and is not permitted on the roads as it will damage blacktop).
- The rubber tracked one was used last year on a rampage against local telco celltowers.

theres a guy who has 2, some other stuff and an AA gun, right next to the train line near godalimng in surrey. its quite funny to see. and you often see them driving round near me as the army use them to teach people to drive tracked vehicles.
