If someone were to sell models that included GW bitz in it, and the seller still bought the kit every time, is this illegal. because GW would still make profit off of the selling of said model.

It sounds like person A is selling a product that contains GW bits as well as bits he/she designed themself.

If person A sells his/her creation as a finished kit is it okay as long as they add the casts onto freshly purchased GW kits, not casts of GW kits.

You can't use copies of GW bitz. You can use original GW bitz, add them to another model or your own model and/or bits and sell the final model. You can't make copies of your finished model.
