Bad boo boo sit.
Your list has no meat and no staying power. This is a real problem considering the Empire, if used correctly, has some of the highest staying power in the game.
Do either of these two options:
A. Replace the militia with knights.
B. Replace the militia and handgunners with 25 man swordsmen units with 9 swordsmen detachments.

From a rules perspective, Warrior Priests can't have dispell scrolls.

The way I'm looking at this list is - I essentially get 2 x flags units as one militia unit will sport a WP who, assuming with the vast amount of magic this list will throw will have the opportunity to get an unbreakable prayer or two off.
I'll have a steam tank to run along the flanks of any unit that gets stuck in my flags/militia.
Any power units are destroyed by the time they reach my lines via 4 x cannon, hellblaster, HLRs and magic.
Whatever is left should be clean-uppable by Lore of metal into combat and a steam tank along the flank, along with a likely flank charge of militia.
25 swords with detachment would be alright, though unless you're putting in a griffon banner, you're paying 1 pt for 1 WS which to me, is pointless. If anything that matters is still up by the time it gets passed mid-field, I'm going to lose, and that's fine with me.
Personally, the 1 to 1.5 wounds caused per turn from the HLRs is > then the minimal gains of WS4/armor save of the swordsmen.
I should have mentioned, this is a witch hunter themed list, and all models are converted, the swordsmen don't really fit visually, and for the extra 34 points, I'm not sure I like them over militia.

They're witch hunters with two Battle Wizards and the Patriarch of the Colleges of magic?
The 1 point means you're taking fewer hits from enemy WS 4 and sword and shield means a 4+ save in close combat which is pretty nifty. On paper I definitely concur with the swordsmen selection, but if you can get some of the other infantry to work, more power to you. I always found it kind of sad that spearmen and halbrediers so rarely got to see the gaming table.

In the empire book it mentions that Witch Hunters often employed magic users as they had no magical abilities of their own.

Forgot to mention - militia get 2 attacks as well - The math probably doesn't edge out swords, but it does help.
