This picture posted up in the painting and modelling forum inspired me to try to come up with a list that would work for the "mini marines"

I love the Black Templars so I'm using their codex to create the list

Emperor's Champion: Accept Any Challenge, No Matter The Odds- 140

2 x Crusader Squad: 6 Initiates w/ PF, Plasma, Bolters, 4 Neophytes w/ Shotguns, Drop Pod- 187 each

4 x Crusader Squads: 6 Initiates w/ PF, Melta, BP & CCW, 4 Neophytes w/ BP & CCW, Drop Pod- 191 each

Sword Bretheren: 9 SB w/ Lightning Claws, Flamer, BP & CCW, Furious Charge, Drop Pod- 232 (EC goes here)

2 x Sword Bretheren: 10 SB w/ PF, Melta, BP & CCW, Counter-Attack, Drop Pod- 245 each

Total: 2000 points

The mini-marines would be painted different colors to signify their status (sword bretheren, initiates, and neophytes). Would this have any chance? I wouldn't mind if it's not super-competitive, but I wouldn't want to lose every game, either! Let me know what you think, keeping in mind that it's meant to be more of a fun army than anything else of course

Yes, I would be sure to point out that for LOS purposes they should be considered the height of a normal marine (if this would benefit my opponent). Good point!

About the list, should I include some flamers? I'm thinking I'd like a little more variety...

It might be wise to paint up a standard marine in the same colours, just one would do, so you can swap him in and out as needed when people need to check LOS. I love the look of these guys though!

That's a good idea! I'm not sure on the exact height, but it could also be that the chainsword is the height of a normal marine, or close to it, and that could be used for LOS purposes.

I changed the list to have some more variety... What do you guys think?

I could do 1750 easily enough by just dropping one squad of sword brethren (the one with LC & Flamer). I could hit 1500 by dropping another, and making the remaining one PF & Flamer. The 6 troop squads could stay as-is
