I get mt Orks skin fairly bright by doing Chaos Black primer, base coat of Goblin Green, two washes of Thrakka Green, and finally hit all raised edges with Scorpion Green. if you want a reference to what the end result looks like just check out my gallery. scratch that ex:

If you want to get the skin nice and bright I use a pretty labour intensive way to get a nice bright green.

It starts with a base of Dark Angels Green and Black, Then you highlight up in progressive layers through Snot Green and Scorpian Green, with a final highlight of Bilous Green if you have it. Keep the layers fairly thin to make sure you get a smooth finish, but be warned it takes time and patience.

An example of my results is shown below, note that the skin is slightly darker and more muted in the photo.

Good luck with it,

Mookie.

Instead of Orkhide Shade or Dark Angels Green, use Knarloc Green for the base coat of the skin. It's a little lighter, and then that way the recesses between the Ork muscles will be lighter colour, giving the illusion of the scorpion/ Goblin greens highlights being brighter.

Something that might help is to prime the orks in white; this will cause bright colors to pop more, as it's a lot easier to darken a light base than lighten a dark base. (That said, I'm not a big fan of white primer, as I've had issues with it being gloppier and less evenly applicable than black primer, so it's up to you). Beyond that, mixing yellow paints with green paints will generally lighten the greens without making them look pastel if you do it right; using that to paint the most prominent parts of the skin will make the orks look a lot brighter.

I really love that multiple color scheme for your army especially the red, what color (or mix of colors) is it?

Its a bad picture, I took it when we were having a 2 week long rain storm

Anywho, I also like my Orks skin to be bright. I base the skin white, then give it a dark green wash(thraka I think its called in GW land) That tgives the recesses a nice darkened look without it looking too dark. Then I sorta drybrush foliage green over most of the skin, giving it good coverage. Follow that up by painting on most of the high spots with citron green. After that I do the highest areas and hard lines (like cheeks, nose jawline and so on) with Bright yellow.

The colors all work well with each other and blend rather nicely. Gives the skin a nice pop as you see in the picture.

My reds differ slightly depending on what I'm painting, (Trukk/Buggie, or cloth), but the main idea is below.

Start the Red with a mechrite and scab red base (50:50), then Blood red and Red gore (70:30), Wash with some brown ink to the recesses and where metal meets the red (Shading). Highlight then with Blazing orange and finally some fiery orange on the really fine edges. I may add a red ink glaze if I think the red is a little too orange in the end, but this is just personal preference.

Depending on how neat you want it it'll take a bit of time, for me I've been painting that army 4 years now and it's the only trukk I've painted so far, :p

If you want to know how any of the other colours are done just ask.

Hope that helps.

Mookie.
