Personally, I believe that models like Mephiston were purposely not intended to be characters, as that imposes a certain additional set of limitations upon them. Single model units have a different set of rules pertaining to them than, say, Independent Characters.
While Mephiston not being a character might prevent "It's after me" from affecting him, it also prevents him from joining other units to avoid being shot.

This doesn't explicitly limit Special Characters to being either Independent or Upgrade characters. It's saying that Independent and Upgrades are certainly members of the set "Special Characters", but not that they make up the entire membership.
I would also argue that if Special Characters were only Independent/Upgrade Characters (Who already have their own rules and definitions established) then adding the line "Who stand out from normal characters because they have a personal name, and not just a title, are called 'special characters' would be superfluous. The whole point in defining terms is so that instead of having to say "the measure of the physical power of a model or a weapon" every time, you can just say "Strength", or even S.
The extra bit about having a personal name sounds like Chekhov's Gun to me.

What is all this discussion on SPECIAL characters?
Doesn't Deathleaper say:
"nominate a enemy character model"
?
Meaning all this debate over what is a special character is pointless since Deathleaper just hits a character, not a special character.

Mephiston is a unit that always consists of a single model. Independent characters cannot join such units - p49.
