No model, no rules. Them's the law in GW script now.
There are some characters who were removed despite having a [old] model (alreheim), yet no character who lacked a model has stayed in any 6.5 -> 7th edition codex, as far as I'm aware.

He had a model... Pretty much every IG special character had a model, but GW hasn't kept many around for long. Bastonne was the only one that never had a model.
Defunct IG special characters:
Marbo
Mogul Kamir
Chenkov
Al'Rahem
Bastonne
Stumper Muckstart
Colonel Schafer and the Last Chancers
Lord Solar Macharius
Colonel Commissar Gaunt
I'm sure I've missed some and the list doesn't even include the Forgeworld special characters, a number of those have been retired too.
