Rites of War are army wide special rules that your Praetor can purchase. The RG ones gives every model Preferred Enemy (Characters), the ability to reroll the dice for determining turn order and the ability to take Deathstorm Drop Pods as an elites choice and transport most infantry squads in Drop Pods. However, in turn they may only take one heavy support choice, one consul and no fortifications or allied Legionnes Astartes detachments.

No, you can only ever take one right of war. The bigger question is, what kind of playstyle are you looking for? Drop Pods? Armoured Fist/Treadhead? Air Assault? Elites? Raven Guard Decapitation Strike? Or just a standard list?

I Kind of want Vet Tac Squads. As core. Do RG still get their Special rules with Pride of the Legion

So, you'll be looking towards a Pride of the Legion list. They'll still get the rules for Legion Astartes(Raven Guard) but any special rules specific to the Decapitation Strike Rite of War won't apply. I can't emphasise how important it is for you to get the two red books. These will answer pretty much all your questions (and make your eyes spin with the wealth of toys available).

I'll second this. Especially since the Detachment requirements, Rite of War requirements, etc are stricter than anything I've seen in 40k. For me, the 30k rules took a good bit of study before making decisions about what units I wanted to put together...lots and lots of options.

It's really worth it to get your hands on the rules before going too far down the rabbit hole.

I suggest you buy the HH books before you make any decisions. You shouldn't be asking for rules on the forums.

You are missing out on some of the really cool units of the RG. The Mor Daythan(?)Strike Squad is flipping nasty. You also miss out on something you mentioned you wanted, lightning claws. RG have an assault squad armed with all lightning claws. They also have a neat Storm Eagle variation. Not sure how effective it is but the idea is cool.

You really should buff up your Praetor as he is easy VP right now. Give him Iron halo and artificer armor. I would also give him the Paragon blade and the Archeotech pistol so he can actually contribute.

Not a fan of your Contemptors. IMO they should be second line fire support, I have killed countless things with my twin Kheres Mortis Contemptor. Your terms are ok I suppose but not what I would use.

Don't waste the points on your support squad for the lightning claw or the plasma pistol. Everyone has Volkite as it is. At most give the sgt artificer armor and call it a day, and I wouldn't even do that.

Not sure what your purpose is with the Vet squads, they are very bland. I assume everything will be infiltrating. I would bring more melta and plasma over flamers and heavy bolters. My exception would be a tactical support squad with all flamers which is cheap and deadly, especially when podded in.

Infantrymen do not die, they go to heaven and regroup.

My list (off the top of my head)

Praetor with art armour, j pack, ravens talons, and iron halo.

Centurion (maybe chaplain probably stock) j pack art armour combat sheild and raven talon.

Tactical squad of 10 men.

Vet squad with missile and plasma. 10 man.

Dark talons 5man.

Command squad with j.packs.

Whirlwind scorpius.

Sicaran.

Contemptor in pod with kheres assault cannons on each arm

And 2, 3 man jetbike units with a multi melta each.

Maybe some more but I forget.

Brb learning to play.

You need those books chap. Really.

Contemptors aren't that great all things considered and you want Volkite Calivers instead of Chargers. You're lacking in mobility, anti tank and anti air. You'd deploy that and early on a battery of Rapiers with Quad Mortars or single Typhon shell will make a mess of your army.

First thing, buy the red books and read them carefully. 30k list building is nothing like 40k 7th (or even 5th) edition. Secondly, if you want a power army in 30k, Betrayal at Calth is useless. The only thing you will use from it is 20 of the MkIV marines and their bolter arms. Most power armoured marines are garbage and are very narrow in their use.

The type of list you want to build for 30k power gaming is also dependent on the type of players in your area, and the legions that are used. Building a list to deal with legions is very different if you need to take on Militia lists, Questoris Knights, Cybernetica, or Reductor.

Buy the red books...this cannot be said enough. Not trying to kill your enthusiasm, but you should read up a bit first. You kinda seem scattershot with your questions and unit ideas.

You could probably buy 2 packs of 5 lascannons to combine with 10 of your plastic MkIV marines to build a Tactical support squad for the cheapest.

I may buy some more MKIVs from Forge World, love their sculpts.

Are Rapiers Good?

Rapiers are good. They are tougher to kill than a devastator squad. They really lack mobility and so where you set them up at the start of the games is very important. They're a cost effective choice. Graviton guns or Laser Destroyers are what you'll want for anti-tank capabilities. Those will be able to handle most every tank short of a Spartan or super heavy.
