I was curious if anyone out there could point me in the direction of an online store that sold these. Or perhaps an easy way to make items like these below...
The image is burrowed from the DakkaDakka user gallery. I loved the appearance so much, that I want to base my SM's the same way.

Litko Aerosystems makes bases from a range of materials (including 3mm clear acrylic) to custom specifications... so you can make them in whichever sizes you need.
While it's a cool idea, in a game like 40K using 3D terrain (as opposed to 2D map-based games like Star Wars Miniatures or D&D) is the same as for resin bases... the flat bottom makes them less stable on the terrain where the surface isn't flat. Makes them harder to position on terrain.
What I would really like to see is someone making bases similar to GW's, but in clear plastic.

if i remember he custom sculpted the helmets I was following the thread green with envy but eventually he stopped updating it (i think but i dont think it slipped through my hands)

Buy the bases from the site listed above and then use a router to bour them out. Routers now adays are cheap and come with guide systems that are childproof. Use the router to rout out the center of the underside. You could also bevel the edge too.
If I had to guess though you might have some issues with the beveled edge and the clear acrylic. It would be cloudy I'd imagine, but the underside would be similar to GW's.

Do NOT do this. Speaking as someone who works in a shop for a living with every conceivable router, from small handheld all the way up to CNC-mounted, it is a very bad, very dumb idea. There is not a router in the world that you would be able to do this to a 30mm base and keep all of your fingers. It will also cause fogging of the acrylic, which you will only get rid of with hours of sanding and heating with a torch.
But I must reiterate, DO NOT ATTEMPT THIS, YOU WILL LOSE BODY PARTS.
Your best bet for a clear base is to cast one of the normal ones, and then pour your own from an acrylic resin mix. Be prepared to do a lot of polishing though, as normal use is going to scratch them pretty badly.

Instead of getting a thick base and hollowing it out, what if you got a thinner base and added really short "feet"? Three or four clear pegs around the base could add the desired stability.
