Ice Blue if you want it to be stark, or you could mix some Ultramarines Blue and some white for your own custom color. With highlighting you should just figure the next lightest shade of that color and you're golden.

Just take an empty old paint pot and mix your own into the pot - that way you only need to mix once and you've got enough to last you a long time.

I painted a small space marine army. I painted them with a very sharp and contrasting highlight that worked out well. I started by painting them ultramarines blue, then mixed 2:1 Ultra/Spacewolves grey and drybrushed, finally did edge highlighting with Ice Blue. See attachment:
