Well it's difficult to tell from the picture quality..but what I can see is a hell of a lot of black where it doesn't need to be.. or it could be different.
For example his wings... you could paint codex grey and give it a few washes with Badab black. It actually produces quite a nice dark grey that can pass as a greasy black. I often use it for painting black top knots.
Maybe try dry brushing the metal instead of straight out painting (this is to avoid just turning back to ink- again) and then highlight it.. will make it a bit less bright and effective.....

His head has a rather silly look to it...like a "Hurrr, you want mess with me?" look.
Try to brighten him up. Make custom red washes out of regular paint for daemons. Even craft store paint makes a good wash for deamons. His skin is like, wtf. Too red.
The base is like, wtf, too. Why waste a beakie on a base? Why does everyone use ultramarines on their bases?

I think those are the citadel basing kit bitz of resin, they come with SM helmets sculpted on. I ended up painting mine UM too, mostly because UMs are the most common army I fought against at the time. (also 'coz I used 'em on a genestealer cult, and it's fluffy for them to fight ultras)

If anything, it's a pro-UM conspiracy. Everyone and their dog and his uncle play UM, so almost everyone who doesn't slaps a UM trophy or ten around bases, etc.
