how do you make Chenkov the imperial guard platoon commander?, i love his tactics but i dont know how to make a custom of him -.-

Now to answer your question, either buy the valhallan commanding officer with the same weapons as him, the model is only available online through GW or Ebay, etc. your local GW should be able to order him.

Or you could do the cool thing and convert your own Chenkov, jut get a bolt pistol and power sword (that is his weapons right) and convert your own. Its called What You See IS What You Get (WYSIWYG) its a great rule, all you need is the same equipment as the discription and bingo who have a commander Chenkov. this is a real rule in the rulebook.

Not that there is anything wrong with Valhallans, just very expensive, cause they are old and metal.

I think it would be easier just to convert your own so he would fit your theme.
