Hello again,

Eldar spirit stones allow a psyker to use 2 powers per turn but cannot use the same one twice for regular farseers (not Eldrad the Great).
Rule book states

So if I have a farseer with doom and fortune and I cast one of them, lets say fortune, and I fail the psychic test (roll 11+) so the psychic power does not work. Do I get to try again with the stones? Or does that power count as used even though it fail and now I can only cast doom?

If the test failed a power did not get used.

I think you can try the same power a second time, as after the first test fails you haven't used any powers.

No, you cannot use the same power Twice, even if you fail the first one. You still have used it, you just didn't use it Successfully.

Sorry, this is wrong. You have used the power, you simply used it unsuccessfully.

Think about it. So, no, you may not.

Not exactly True; the Psyker Rules generally only allow 1 Psychic Power per turn unless otherwise permitted(in this instance they are); and the Psychic Shooting Attack rules only permit 1 instance of a PSA power/turn(The context of the rule refers to only using the individual power for a PSA to be used once/turn)

The Force weapon Rules are also (fairly) clear on the subject; but while not restricting you to using the extinguish Life force power to 1 instance/turn; the rules specify that you only get to target 1 model, against whom you fought+wounded(unsaved), then attempt to use the power.

Regular Psychic powers appear to be free game

So in the case of SM epistolarys they can attempt to use Force Dome, Might of the ancients, Null Zone, Quickening, or Gate of Infinity twice in the same turn(assuming the first was unsuccessful; and Tigurius could attempt them 3 times)

A Rune priest master of the runes (or Njal) can do the same with Storm Caller or Tempests wrath

Daemon hunter Inquisitors can attempt to use Any power excepting Scourging(and is a good use of points if you buy Consecrated scrolls but no Familiar; making it so he only has 1 power but can attempt to use it twice in the same turn)

Blood Angels Epistolarys can attempt: Wings of Sanguinus, Might of Heroes, Unleash Rage, Sanguine Sword, or Shield of Sanguinus twice(3 times for Mephiston)

What about the Masque of Slannesh? In her entry it states that she can use Pavane of Slannesh up to.3 times a turn. In the entry for that Daemonic gift, it says that a unit can only be affected once per turn. Does this mean I can cast the pavane (up to my maximum number of attempts on a unit until its successfully affected? Or is it still only one chance?

Masque has "we are legion", so you can split fire. As far as I know you can fire 2 pavanes on a unit, but even if you get 2 hits you can still only move the unit once.
So you fire pavane twice at unit A and once at unit B, hits both on unit A and misses unit B. Roll once and move unit A, unit B stays where it are.

A) there are no psychic powers in the Daemons codex. NOne. They are all shooting attacks, essentially.

B) Yes she can split fire, and can do it for all her attacks. So she can target 3 units if she wishes.
