So, I've got some confusion surrounding psychic shooting attacks. Specifically, what is a psychic shooting attack? Just any psychic power used during the shooting phase? If a power isn't an explicitly stated shooting attack, does it follow shooting rules. For example, if a psyker battle squad uses its Weaken Resolve power on a nearby unit, can it then fire its pistols. If it can, does it have to fire them at the same unit? Along the same lines, can a chaos sorcerer lash an enemy unit while the squad he's attached to fire at something else? Just looking for some clarification here.

It has to be stated that it is a PSA or done instead of shooting. Otherwise it's simply a Psychic Power done in the Shooting phase. So, for your examples, Yes, they can shoot at another unit and No because Lash is a PSA done instead of shooting.

Either a psychic power will be labeled as a psychic shooting attack in its codex entry, or it will have the profile of a ranged weapon.

Sorry for the bit of hijacking, but do PSAs that have a specific effect rather than the normal shooting rules, such as JotWW, Nurgle's Rot, etc, require LOS to fire? (And therefore require a firepoint to use from a vehicle).

Yes, the psychic power will specificy how the psychic shooting attack deviates from the usual shooting rules. Nurgle's Rot, for example, can be used while locked in combat and affects models, even if they're locked in combat, so long as they're within 6" of the caster.

So Typhus in a Land Raider cannot use Nurgle's Rot from within, as the Land Raider has no fire points?

Yes. The BRB FAQ requires you have a fire point, even if it requires no LOS.
