Dont you need a vampire as your general? And in all honesty zombie spam is not very effective. You'll either end up running out of power dice, miscast alot, or end up not killing anything

This. Plus why put in decimal points when there aren't any values in the fantasy army books that would call for it? Zombies are unfortunately terrible in 8th edition and wont accomplish much. Ghouls or skeletons with a vampire that augments/compliments their abilities would work much better and fight longer than zombies. Who will more than likely crumble when in a fight than hold enemies up. Which removes much of any reason to field them considering their stats.
