Let me know what you think of the below. I thought I'd try a combat orientated rather than shooting Tomb Kings list so no catapults or bulky archer units.
The priests go in the small units of archers which are behind the bulk of the army. They advance with it shooting. With their 12" casting range they should be able to incantate everything needed.
The chariots and scorpions flank while the carrions will probably go for a suicide mission for the enemies wizards or war machines.
FYI there are effectively 13 casting dice + the banner of the undying legion so that's a lot of guys being raised or moved every turn (seeing as the opponent will likely have a maximum of 6 dispel dice)
