This list is meant to be competitive, but it's no where near as rough as it could be. Not fun to just smash an opponent and/or get bad Comp scores.

Warlock Engineer w/ Brass Orb
Chieftain w/ Storm Banner and Shield
Warlock Engineer w/ Warp-Energy Condenser, Lvl 2 Upgrade and Doomrocket

Few things.
- Potion of Strength on the Seer. Why? seems a waste of 20pts. Potion of toughness maybe but I still wouldn't.
- Engineer without a doomrocket in a shooting heavy list. Why?
- do those clanrats have shields? If they don't then they should. Statistically it is cheaper to buy shields for them then extra bodies (4pts for a clanrat or 4pts for 8 shields which give +1as & parry). They also don't have full commands. The standard gives them a better chance of winning combat and the champion can soak up hits (and protect the characters)
That's the main things. I think the stormbanner could stuff you up a fair bit but I suppose if you only play it right (or not at all if that is right) then it'll work). I also think you'll still get bad comp scores though with your rare maxed out, 250 models, good magic pretty much all at LD10, stubborn.

Potion of Strength is specifically to counter Dweller's Below, which can be an auto loss spell for this list. Situational, but Lore of Life is pretty popular.
Don't really have the points for a Doomrocket and they've never done much for me, highly random and one use only.
Pretty sure you didn't read the list. The Clanrats are wounds, that's all. I could care less if they live and they will never see a combat. If my Seers unit gets charged, I probably lost the game. Extra bodies are more wounds, where Shields give them a point of meaningless save. Command is equally useless.
I guess I could take a Comp hit, but how are Skaven supposed to play? With purposely low LD and low model count as a Horde army? rare is legit, but a second HPA and/or 3rd Runner unit is much more of a pain. Most people also assume a Doomrocket and Weapon Teams are over the top, even though they're incredibly random and usually not that good.

Ok on the Potion of strength but very situational as you said.
Also I did read the list. I still disagree. The sheilds reduce casualties which in turn increase numbers. 15pts to upgrade each unit isn't that much. Champions decrease the number of models that can be killed by a powerful character which in turn increases numbers. But hey it's your list
Regarding the comp hit not sure. Probably horde or shooty not both. it probably does depend on the individual rules of the comp though. I suppose only having one standard in the list might help.

As I said, if the unit gets charged, I lose. Most any unit can put wounds on the Seer and will swing at him with everything they can, Champion would only delay the inevitable.
The other reason I take more guys is because if I need to take a Panic, I need ranks for LD. Most things will fry through a Shield, usually a Shield and LA so I go with raw body count. Also gives a nice buffer from when I have to test for Panic.

I would probably drop the potion of strength because it won't let you counter the dwellers below spell like you think it will. First, it must be drunk at the beginning of any players turn and it is one use only. So, the turn you drink it will be the one turn that your opponent doesn't cast dwellers.
It's not like a dispel scroll where your opponent must commit before you decide to use it, rather you are putting it on a unit which, in your own words, should never be in combat.

I'm aware of how it works. If you can think of something more useful, I'm all ears.
With pre-measuring, it's very easy to know when an opponent will cast Dwellers. I drink it at the start of the turn and either he doesn't cast it on that block, doesn't cast it at all or does cast it on him, either way I'm in the clear. Then I have a whole turn to try and nullify that Wizard, or I can save my Scroll etc.

I think its seems like a nasty army.
310 bodies + HPA, 20 gutter runners, 2 cannons and 2 catapults, 2 spell casters.
EVIL.
You write that your list is nowhere near as rough as it could be... What options would make it more rough in your opinion? (second HPA? more runners?)

Yeah 3 squads of 10 Runners puts any list relying on War Machines into an auto-win category, and pretty much any list sinking decent points into rank and file shooting. Also any list that uses a lot of Monsters or low save, high cost models (Ogres).
Two Hell Pits will run over anything without an ability to toss out reliable wounds that are also Flaming, especially with 30 Gutter Runners and a Storm Banner. They're the second best Monster next to Hydras, almost no blocks can actually kill/beat one and they work Monstrous Infantry over very well also.
Not saying my list isn't hard, it is. It could just be harder, but that would be very boring to play and play against. I have made some changes I feel add more versatility and shore up a few of the weaknesses, see OP.
