Definitely give some consideration to a horde of Skellies.
They are automatically awesome in two of the scenarios. Watchtower, because once inside they are nigh impossible to shift out, and BLood and Glory, because that's at least one banner your opponent won't be claiming.
Even in a more standard, VP based battle, they are a tough nut to crack. One of the 'downsides' is the high points cost given the overall quality of your troops. But when you consider your opponent can only get VPs by wiping out your units, and against Undead that's a long slow slugfest, this isn't such a bad thing.
As for the Graveguard, look into the banners. +1 to hit is worth it, especially combined with the Hat of non-crap WS. A really good idea is to have said Hat of Non-Crap WS, and the banner of +1 to hit (sorry, can't remember the names!) for the Graveguard, and giving the aforementioned skeletal horde the banner of 3d6 Fear tests. You can really monkey with the to hit chart, turning your basic troops into an even nastier proposition (should probably explain. The Fear test when failed drops the opponents WS to 1, meaning a pretty much guaranteed 3+ to hit. The Fear test is taken in *every* round of combat, meaning with a little luck (good for you, bad for your opponent) they will be struggling for a long while.)
Oh, and on the Skeleton Horde thingy...worth backing it up with a couple of raising based Necromancers. Pretty dashed cheap, and bloody useful for preventing your army from wasting away should the General get slotted.
