If I take an inquisitor as an Ally and give him no powers, will "Abhor The Witch" come into effect?

Well, Duh! Because they had a giant Mining ship. If you had a giant mining ship you would drill holes in everything too, before you'd destory it with a black hole |

Well technically you can't take allies anymore outside of Apoc.
I'm not sure - he's still a Psyker I reckon. He may not have any powers, but he is still "in commune" with the warp, so i'd say he counts as a psyker.

Allies are allowed in the WH and GK codices still, unless GW plans to errata an entire section out of my codex. If they want to do that, then it would be nice if they fixed Penitent Engines so they don't suck while they are at it.

As long as the Inquisitor has no psychic powers, he's legal as an ally.
The codex only forbids alliances with models with psychic powers, except GKs. He could be the world's greatest psyker, but as long as he doesn't have powers, then he's still okay.

And even more technically, you certainly can take allies. GW said that the pdf does not supercede the printed codex.

The other point that seems to be causing the most confusion is whether or not the PDF versions supersede the printed versions. They don't: you should feel free to continue to use whatever resources you have available to play your games with; the PDF does not overrule or invalidate the printed Codex book.
