O.k. for starters i think this is in the right place.
2. This is the chapter master for my DIY army the "Imperial Paladins"
Master Paladin Matthias 235pts
WS BS S T W I A Ld Sv

Wargear: •Armour of the Righteous •Paladin's blade •Talon's of Light •Digital weapons • Melta bombs •Iron Halo • Frag and krak grenades.
Special rules: •ATSKNF •Combat tactics •Seal of the Paladin •Orbital Bombardment .
Paladin's Blade- A master crafted relic blade.
Talon's of light- A master crafted lightning claw.
Armour of the Righteous- Ancient armour gifted to the chapter by the people of the planet Banzen after their defence from the Orks. Counts as Artificer Armour.
Seal of the Paladin- When Matthias is present in an Imperial Paladin army two assault squads may be taken as troop choices for the same cost as they normally do.
Still early days yet so pick away at it as much as you want

Two master crafted weapons and digital weapons seems a bit much for 200 points.
Your save profile doesn't match up with your armour description.
The Seal of the Paladin thing is kind of weird. I assume you're using codex chapter as the main basis and all of the other FOC swaps (Master of the Forge, Korsarro Khan, Captains) allow you to switch all choices around (bikes as troops, dreads as heavy etc.)

O.k. thanks would you say 230 pts?, and yup it's the vanilla codex.
Ps, i've never heard of captains allowing you to Foc swap, when was this?

OP, you realize that a normal chapter master with RB, LC, artificier armour, digital weapons and melta bombs comes to 200pts?
On top of that, this guy gets master-crafted weapons and assmarines as troops. So obviously in this configuration he should cost more than 200pts.
My question would be, is scoring assmarines really worth having to ask your opponent's permission every time you field him? I guess you know he can only use the rules of either his RB or his LC in any one assault phase, and the mastercraft wouldnt stack.
You could just play him as a regular chapter master (or even captain) with relic blade/melta bombs?
Or if you REALLY want those assault guys, use the BA codex and get a captain with dual LC, modelling one as a sword. This pretty much accomplishes your character minus s6 and orbital bombardment.

Yep, i knew about the "Either RB of LC" thing and that they don't stack. Also i'm not planning on playing with the rules competetively probobly just have him as a Chapter master or Cap like you said.

In the 5th edition codex, if you have a captain on a bike he makes bikes troops.
Anyway, what's some of the basic fluff behind your chapter? If your chapter has a long history with dealing with Orks, you could always give him preferred enemy and take away the master crafted weapons to cut the point costs.
