'counts as' what? I'm free for ideas.

Ungors to count as conscripts.
Gors as Standard guardsmen.
Minotaur Ogryns.
Shamans=psykers
Limit the amount of advanced tech/weapons etc.

Could make them count as Khorne Bloodletters.
Or Kroot.
Orkz would be appropriate.
Burning's gaurd suggestion would work pretty cool too. And by making it a CC-oriented power blob style army, it could fluff together pretty well.

If it's 40k-style Imperial Mutant beastmen, then you could use Guard or Renegade Guard from the Forgeworld books.
If you're doing a more 'fantasy' styled army, then I imagine mobs of Orks would better suit the Beastherd mentality.

Nothing imperial about beastmen is there? renegade maybe. But yeah the ork codex could work but I would suggest.

Yeah, I'd go with the Space Orks for a Beastman mob. Plus the Ork stats are a bit closer to the old Beastman stats than the human statline is anyway.

I agree with Mr. B that Ungors are your obvious Grot candidates, and Gors are regular Boys. If you want Ard Boyz, model some Gors with armored torsos and/or arms. Someone I know did this just swapping in old Chaos Warrior arms.

Except that in the RT era they were just another abhuman unit in IG armies, like Ogryns and Ratlings.

I've seen the Gor models with axes painted in red & black and used very effectively as counts-as Bloodletters. Check out tinfoil's posts and gallery.
But the OP wants a whole army, so that's a little more challenging.
