For the master crafting? Isn't getting +1 attack from Kantor JUST as good as getting a reroll to a single miss? In fact... + 1 attack to everything within 12 inches seems better than the reroll for just 5 hammers...

Sternguard are expensive. They're good... but I'm not sure what benefit they give me that a tac squad doesn't do for less points.

for 245 pts, I can get a tac squad with a fist, melta, lascannon, and rhino... (2 scoring units!)... Point for point I can't get this out of stern guard... HOWEVER... i could see going sternguard at higher point values as they become more efficient later on. But for 1850 and under... you sacrafice too many other things to get the sternguard as your scoring units... for about 100pts more I can build a sternguard unit that does the same with an extra lascannon and more meltas for example... but I lose the points to get OTHER things in my list.
